IPOB Declares Code of Conduct Supreme, Defends Dissolution of Directorate of State Administration

The Indigenous People of Biafra (IPOB) has defended the dissolution of its third Directorate of State (DOS) administration, insisting that the action was carried out in accordance with the movement’s constitution and governing principles.

In a statement issued on June 20, 2026, and signed by IPOB spokesman, Comrade Emma Powerful, the group said the decision to dissolve the administration was made by its leader, Nnamdi Kanu, and remains binding on all members and structures of the organization worldwide.

According to the statement, the IPOB Code of Conduct remains the highest governing authority within the movement and supersedes all offices, departments, and administrative structures.

The group argued that the Directorate of State is an administrative organ created to assist in the management of IPOB affairs and therefore derives its authority from the leadership and constitutional framework established by the organization.

IPOB maintained that since the Directorate of State was established under the authority of Kanu, the same authority possesses the power to restructure, replace, or dissolve it whenever necessary.

The statement cited provisions of the IPOB Code of Conduct, which it said grant the movement’s leader exclusive powers to appoint, suspend, or dismiss principal officers, except where such authority has been expressly delegated.

According to IPOB, once a decision is taken under those constitutional provisions, affected officers are obligated to comply immediately, and there is no internal mechanism allowing them to reject or suspend such decisions.

The organization stressed that the debate should not focus on whether members agree with the dissolution but rather on adherence to the movement’s constitution.

It further argued that all leadership appointments within IPOB are temporary and performance-based, adding that no officer holds office permanently or acquires any vested right to a particular position.

The statement accused members of the dissolved administration of operating under the mistaken belief that their tenure could not be terminated by the authority that appointed them.

IPOB also emphasized that the former officials occupied their positions solely through appointments and not by any inherent entitlement or founding status within the movement.

The group stated that it does not operate on the basis of political rivalries, personal ambition, or factional interests but on what it described as constitutional order and discipline.

As a result, IPOB declared the dissolution of the third Directorate of State administration valid and effective across all its global structures.

The organization further announced that a new fourth administration of the Directorate of State, headed by Chris Nwaọgụ, has been constituted and is already operational.

Members and structures of the movement worldwide were directed to recognize and cooperate with the new administration in carrying out its responsibilities.

IPOB warned that any individual or group claiming authority under the dissolved administration would be considered to be acting outside the constitutional framework of the organization and could face disciplinary measures.

The group concluded by urging its members to remain calm, disciplined, and loyal to both its constitution and leadership, reiterating that the IPOB Code of Conduct remains the supreme authority guiding the movement.
